A "Flag that Never Was"! The late 19th century was a very busy time for flag makers, as many new states were ready to join the union. In November 1889, North Dakota, South Dakota, Washington, and Montana were all admitted to the union. The previous 38 star flag would then be replaced by a new national flag on the next July 4th, as was the tradition. To get a jump start on production,
