My comments: I would grade this coin as Near extremely fine extremely fine. The 'Rim filing' appears to refer to the removal tidying of excess metal from the minting process. This is hardly noticeable, but you can see evidence at the C in VICTORIA. Whereas I think my grade is fair, the grade attributed by NGC is the one that will be recognised by customers and auction
